In a Nationally Televised Speech Held Before a Joint Session of Congress, President George Herbert Walker Bush Called for a New World Order.

This Speech Took Place on September 11, 1990.

The relevant quotes:

"We stand today at a unique and extraordinary moment. The crisis in the Persian Gulf, as grave as it is, also offers a rare opportunity to move toward an historic period of cooperation. Out of these troubled times, our fifth objective -- a new world order -- can emerge: a new era -- freer from the threat of terror, stronger in the pursuit of justice, and more secure in the quest for peace."

"Once again, Americans have stepped forward to share a tearful goodbye with their families before leaving for a strange and distant shore. At this very moment, they serve together with Arabs, Europeans, Asians, and Africans in defense of principle and the dream of a new world order."

The entire speech is archived on the George Bush Presidential Library and Museum on the Texas A&M University website. This also verifies the date to be 9/11/90.

An MP3 of the entire speech can be downloaded from the University of Virginia's website.

See Bush Sr announcing this New World Order in the following 2 minute video clip. (Note: The correct year is 1990, as verified by the above links):

The video quote starting with "What is at stake is more than one small country" is from Bush's State of the Union speech given on January 29, 1991.

On January 26, 2007, Majority Leader Steny H. Hoyer (D-MD) delivered this address at the Brookings Institution on the way forward in Iraq. Here are a few interesting quotes:

"In January 1991, one the eve of the first Gulf War, the first President Bush said: "What is at stake is more than one small country; it is a big idea, a new world order, where diverse nations are drawn together in common cause to achieve the universal aspirations of mankind - peace and security, freedom, and the rule of law. Such is a world worthy of our struggle and worthy of our children's future." I agree.

"Today, as we devise a way forward in Iraq, I urge the international community to embrace its responsibility for creating that new world order, and recognize - as Secretary General Ban stated last week - that, "Iraq is the whole world's problem." Again, I agree.
